You probably spawned around ~4 or ~5 O'Clock position, and you need to go to ~10 O'clock by heading north when possible, and left. Tl dr, if you end up facing toward the bottom left of your screen when you port into the elder sanctum (floor #2 in the ruins), reference a dial clock.
Throne room is (almost?) always at the far WNW (West-Northwest) of the Elder sanctum. If you end up in the cube room, head left some more. Since 2.3 there is this huge room at the end of the Ruins of Sescheron, where the barbarian you freed stops to kneel in front of the dead barbarian king (Kanai I believe). Instead of looking online for an answer first (which is readily available), they posted here to complain that the cube did not exist. If you read the first post, they were not asking for help or frustrated that they could not find the location, they assumed that it was be a bug, because it is not possible that they did not search every corner. There are a few others here who think that it is just laziness on the players’ part for not doing any research before posting, and that is it not good to spoon-feed people information and encourage that type of behavior. What they need to be given is direct answers rather than hints to the answers.
